OOCUR is a non- profit organisation working towards improving utility regulation, facilitating training and information sharing among members, and fostering transparent and stable utility regulation.

OOCUR was established at Laughing Waters in Ocho Rios, Jamaica in July 2002 by six regional regulatory institutions. Its membership now includes 13 members across the region which are involved in regulating all infrastructure services.

Its purpose and objectives are to; ensure safe, reliable and affordable delivery of essential services such as electricity, natural gas, telecommunications and water.
