Kevin is the General Legal Counsel and Commission Secretary at the Barbados Fair Trading Commission. He has over ten years’ experience providing pragmatic legal, regulatory and strategic advice, specializing in commercial law, energy law, competition law and policy and utility regulation.

Kevin has considerable experience with mergers and acquisitions under the competition law regime, advises on local and cross border competition investigations with respect to anti-competitive business practices and abuse of dominance. He advises on public utility applications and the development of standards of service for the electricity, telecommunications and water sectors.

Kevin has been instrumental in developing regulatory frameworks to facilitate the energy transition, advising the Commission on the development of feed-in-tariffs for renewable energy technologies, power purchase agreements and energy storage frameworks and tariffs to promote the increased deployment of renewables to the grid.
